Your residential property manager should advance information flow and forming of opinions beyond the meeting. It is too late if this process is only initiated at the meeting. For, saving time also means cash for the owners of the flats!
If your manager has to pull together with you, he should also have an opinion. Not any opinion, but a strategy that is well-advised and backed up by data and facts. Then it will be much easier to decide what has to be decided.
